4R Strategy consist of Rescue, Refer, Reintegration and Rebuild the Lives
LEEDO’s mission is to protect, empower, and rehabilitate vulnerable children and women particularly those living on the streets by ensuring access to their fundamental rights, including shelter, education, healthcare, protection, and dignity.
Through this structured approach, LEEDO works to transform lives by moving children from vulnerability to safety, from exclusion to opportunity, and from survival to sustainable futures.
Rescue
The journey begins when a street-connected child places trust in LEEDO’s outreach team. A structured and child-friendly rescue process is then initiated to ensure the child’s immediate safety and protection.
The rescue process includes:
Building Trust
LEEDO’s trained outreach workers engage with children living on the streets, building trust and rapport through regular interaction. Children are encouraged to make a voluntary and informed decision to seek support.
Safe Rescue
Once a child agrees, LEEDO ensures a safe and dignified rescue from the street or other high-risk environments.
Legal Documentation
A General Diary (GD) is filed at the nearest police station to formally document the case and comply with national child protection procedures.
Transitional Shelter Support
The rescued child is admitted to SETU Bandhan Transitional Shelter, where they receive immediate care including:
- Nutritious meals
- Clothing
- Medical check-ups
- Psychological support
- Safe accommodation
Family Tracing and Assessment
LEEDO begins tracing the child’s family and conducts a comprehensive socio-economic assessment to determine whether safe family reintegration is possible.
Refer
When family reintegration is not immediately possibleeither because the family cannot be traced or the home environment is unsafeLEEDO initiates a formal referral process.
Children may be referred to:
- LEEDO Peace Home, a long-term residential care facility
- Partner organization shelters providing specialized care
In these facilities, children receive holistic long-term support, including:
- Safe housing
- Nutritious food
- Medical care
- Formal and non-formal education
- Life skills training
- Psychosocial counseling
The goal is to provide a stable, nurturing environment where children can recover, grow, and rebuild their confidence.
Reintegration
Whenever possible, LEEDO prioritizes reuniting children with their families in a safe and sustainable manner.
The reintegration process includes:
- Family tracing and verification
- Counseling sessions with family members
- Socio-economic assessment of the household
- Parenting guidance and family support
Where needed, LEEDO may also provide:
- Livelihood assistance
- Income-generating support
- Community monitoring and follow-up visits
These measures help ensure that reintegrated children remain protected and are less likely to return to street life.
Rebuild Lives
The final stage of the 4R Strategy focuses on long-term rehabilitation and empowerment.
LEEDO works with children, youth, and families to build sustainable futures through education, skills, and opportunity.
Support includes:
- Access to formal education
- Vocational and technical training
- Life skills and leadership development
- Psychological support and counseling
- Women’s empowerment initiatives
- Family income-generation programs
Through this process, children and families are empowered to rebuild their lives with dignity, stability, and hope, breaking the cycle of poverty and vulnerability.
